The Ghanaian think tank, Solidaire Ghana, has opposed the renewal of contracts by governments for public officials nearing retirement.
This stance follows the Akufo-Addo government’s extension of the contract for the Auditor-General, Johnson Asiedu, who was due for retirement.
Recently, the government also extended the contracts of Police Chief Mr. James Oppong Boanu, the immediate past Commissioner General of the Ghana Revenue Authority Rev. Amishaddai Owusu-Amoah, and the present Commissioner General Ms. Julie Essiam.
These developments have sparked controversy in some quarters of the aforementioned state institutions, raising concerns about nepotism and the potential escalation of corrupt activities within those offices.
Alexander Twum-Barimah Esq., the Director for Policy and Planning at Solidaire Ghana, has condemned these acts, arguing they can negatively affect the workers in such institutions.
In a statement, Twum-Barimah noted that the actions of President Akufo-Addo stifle innovation and development.
According to the legal practitioner, allowing officers due for retirement to leave “provides an opportunity to introduce fresh perspectives and innovative ideas into the organization.”
“New leaders can bring different approaches and strategies, fostering a culture of creativity and progress in institutions such as the Ghana Revenue Authority and the Ghana Police Service, among others,” he added.
He urged the Akufo-Addo government to “implement effective succession planning, which is essential for the sustainability of public institutions,” and to allow “retirements to proceed as scheduled” to encourage the development of a pipeline of future leaders.
He further emphasized that halting such contract extensions would ensure that “younger employees have opportunities to advance and contribute to the organization’s success.”
“It is, therefore, necessary to prevent stagnation; thus, prolonging the tenure of retired officials can lead to organizational stagnation,” he stated.
